We refer to the issued by BCA on 7 June 2024. This is a reminder that with effect from 1 June 2025, the Contractors Registration System (CRS) will be expanded to serve as a nation-wide registry of construction firms. All firms hiring construction foreign workers (FWs) (i.e. S Pass and/or Work Permit holders) of all nationalities will be required to register in the CRS. At the same time, the CRS entry requirements on minimum track record (TR) and paid-up capital (PUC) will be raised to keep pace with the current market prices. This is to ensure that firms have the financial capability and experience to sustain their operations and deliver projects. All other existing CRS entry requirements, e.g. personnel requirement, will also continue to apply.
Onboarding of eligible SLOTS firms onto CRS听
To streamline the registration process for SLOTS members, SCAL has aligned the registration requirements for SLOTS with that for BCA鈥檚 CRS, and worked with BCA to register eligible [1] SLOTS members in CRS, without the need for you to separately apply to BCA. Firms that have successfully registered in CRS can continue to apply for new, or renew existing work passes for their construction FWs from 1 Jun 2025. [1] Firms that have successfully registered in any SLOTS trade head, except ES03, ES04, ES05, and ES06, are eligible to apply for CRS through SCAL. For EXISTING SLOTS members registered before 1 Jun 2025 As part of the alignment with CRS, SLOTS membership will transition from an annual renewal to a 3-year membership cycle. All SLOTS membership will also be standardised to expire on the 1st of each month. This change will be accompanied by an updated fee structure and revised audit frequency.
SCAL will facilitate the CRS application submission for existing eligible SLOTS firms on 1 Jun 2025. Applications will be submitted to register eligible SLOTS firms in the CRS workhead that best corresponds to their SLOTS trade head. Please refer to Annex Afor the mapping of SLOTS trade heads to CRS workheads. For existing eligible SLOTS firms that do not wish to be registered on CRS, you may opt out from being registered in BCA CRS by informing SCAL in writing by 31 May 2025. Please be reminded that firms are required to be registered in CRS to be able to hire new, or renew the work passes of their construction foreign workers (FWs) (i.e. S Pass and/or Work Permit holders) of any nationality.
If you do not opt out from being registered on BCA CRS by 31 May 2025, it is taken that you have:

Read and agreed to the CRS Terms of Registration and Guidelines ;
Agreed to make a CRS application to BCA, through SCAL; and
Committed to meet the minimum financial, technical personnel, track record, and licensing requirements of the corresponding CRS workhead(s), as set out in the applicable Specific Registration Requirements on at all times during the CRS registration.
For NEW SLOTS registration and membership renewals from 1 Jun 2025
SCAL will submit a CRS application to BCA on behalf of eligible firms that have successfully registered in SLOTS. Applications will be submitted to register eligible SLOTS firms in the CRS workhead that best corresponds to their SLOTS trade head. Please refer to Annex A for the mapping of SLOTS trade heads to CRS workheads.
Firms that only wish to apply for SLOTS may opt out of this arrangement mentioned in the preceding paragraph when filling up the during the SLOTS application. Please be reminded that firms are required to be registered in CRS to be able to hire new, or renew the work passes of their construction foreign workers (FWs) (i.e. S Pass and/or Work Permit holders) of any nationality. All SLOTS firms that wish to submit a CRS application to BCA through SCAL are required to do the following when registering with SLOTS:
Read and agree to the CRS Terms of Registration and Guidelines ;
Agree to make a CRS application to BCA, through SCAL; and
Meet the minimum financial, technical personnel[2], track record, and licensing requirements of the corresponding CRS workhead(s), as set out in the applicable Specific Registration Requirements on at all times during the registration.
[2] To facilitate a smoother transition to CRS, for now, existing SLOTS firms are allowed to use their current personnel to fulfil the CRS technical personnel requirement for their first SLOTS renewal from 1 Jun 2025. Treatment for SLOTS firms (trade heads ES03/ES04/ES05/ES06) that cannot onboard onto CRS For avoidance of doubt, firms that are only registered on SLOTS trade heads ES03, ES04, ES05, and ES06, providing facilities management services, are not eligible for CRS registration. Firms that are not registered in the CRS by 1 June 2025 will not be able to hire new construction FWs but will be able to retain their existing construction FWs until their work passes expire. If your firm cannot be registered in the CRS but still wishes to apply for new S Passes and Work Permits, you will need to obtain a new CPF account and declare the business activity of your firm under another appropriate sector (e.g. or ) with the Ministry of Manpower.
